[TYPO3-ect] Remove obsolete extensions from TER

Notify the extension owner prior to removal,
if you don't get a response in let's say 4 weeks, then
remove the extension.

If you get a response then may be he has a good reason to keep it, or  
he will say 'throw away'.
But it sounds polite to me if we notify the owner of an extension....
