OK, I think we have a good solution for such problems now. We shouldn't
discuss big threads about this single problem :-) I've put this now in
the ECT-wiki on forge -- please check it, if I wrote nonsense.

When NOTHING exists in TER: 3 emails and 3 months waiting for an
extensionkey

When code is in TER: 6 months and 6 emails and discusion-with-decision
in ECT-mailinglist to transfer it

If somebody wants to take over an extension or an extension key we can
discuss this in this newsgroup
