[TYPO3-ect] Extension Owner: "seo"

Hey,

maybe we should just do it as we did now. If somebody wants to take over 
an extension or an extension key, we can discuss this in this newsgroup. 
That's what it's for, right? :)

Everybody who is an *active* extension developer reads newsgroups or at 
least answers his / her emails in a period of (in this case) 3 months.

If nobody objects about a proposal on what to do in a certain case (it's 
not too common I think), the transfer can be made by the ECT bosses.

Sometimes it doesn't make sense to have strict rules, because of design 
issues of the code of extension A and author B or something...

As it doesn't have to do with the core at all, I'd like to leave the 
core team alone in this one :) They have other things to worry about.
