You don't seem to understand.

It is not about you having to set the right open_basedir settings - that is
still a task the server administrator is responsible for.

If I select "Configuration" in the pear manager I will see lots of things I
can change.

What I cannot change is the entry in the last line. Changes to this setting
will be ignored. I guess
that "SystemConfigurationFile:/etc/php5/apache2/pear.conf" is hardcoded
somewhere in the pear manager.

Apart from that little thing everything seems to work with open_basedir and
safe_mode already.
