[TYPO3-ect] formatting of lib/div source

hi there

today i had a closer look into the source of lib and div and saw that
there are more comment blocks than code. but some functions are not 
commented at all...
Because of all that comments its difficult to find the actual functions
to get an overview of them.
so i want to suggest to add an listing of all functions in the file
on the top of each. this can easily done by extdeveval ext.
