[TYPO3-ect] static flexform methods

Hi all !

I often miss some static method to manipulate external flexforms.

- pi_getFFvalue()
- getFFvalue()

Before I propose a patch, I would like to know if it is a good idea to 
add these functions in div.

Definition of div :
"Collection of static functions to work in cooperation with the 
extension lib (lib/div)"
