[TYPO3-ect] TODO: PEAR installer/ uploaded

Let me understand. The extensions "pear" "bypear" and maybe "iwi_pear" 
do the same job. Right ?

So, we can keep "pear" as the "official" extension and consider the 
other one as obsolete. Can we ? The idea is to not spoil the TER with 
redondancy extensions.
