[TYPO3-ect] Kickstarter

Today i uploaded a new version to the above page.
Now the whole infrastructure for a new plugin is set up
and the developer can start very easy.

Please test both the kickstarter part and the generated stubs.
If no failures are reported i will release a first version to
TER next week.
