That would be something I would endorse and I think you will get more
friends in the Core Team to do that than to have PEAR in "contrib/".
Moving 3rd-party stuff from core to contrib was just a first step to
clean up the mess of mixing TYPO3-Source with 3rd party source code.
Separating it makes it easier to follow upstream upgrades.
So I would propose that change in the Core List, to see if there is an
agreement that this would be the "way to go". If we have positive
feedback, we will need someone to code the changes needed for this to be
a reality.
