[TYPO3-ect] Deine TYPO3-extension bypear

Hi Steffen,

I asked the author of bypear what his plans are. Would be cool if he
renames it to "pear". Then the question is what the best place is for
this extension.

The backend-module of bypear is very great - you can update every
package you like using the TYPO3 GUI.

=> it's not needed to have much in the core. It could have an "activate
PEAR" choice-box in the Install-Menu. More is not needed, because this
is the job of the BE-module.
