the PEAR-Installation has some additional aspects. The user(or extension) 
should be able to install additional modules to it, this can be done with 
commandline. this has to be supported from core.
For this my choice would be to have this integrated in core (alos in 
contrib) , cause ext-owner can't update weekly, not all modules are needed 
etc.
Maybe we should integrate a method for this in lib - what do you think ?
