[TYPO3-ect] pear: Reporting the bugs

Hello,

there are reports now and then, that people don't get the pear installer
extension running, but I don't find any open bug reports in the bug
tracker. 

To develop extensions, that base on libraries from PEAR channels, it would
be important the the installer runs as flawless as possible. Else people
will place pear libraries directly into the derived extensions, where it's
hard to keep them up to date.

Please report bugs and suggest solutions.
