You're right, it only makes sense in a level of integration and 
interaction with TER that is out of scope for the current 
implementation. If anyone feels like that, he can contribute a working 
tagging system.

Meanwhile, we will just have more categories and hope that extension 
authors are able to judge where their exts belong.
