But how you will tell a guy that puts 3 months of work to just forget 
his nice extension being published ?

So the thing is not TER, it's the way people work and communicate...

There's too many Linux distro too.  ;)

There's no way to put a big warning "Search TER and contact other dev 
before starting coding".

So solutions resides in suggesting ext. by:
1- ECT approved
2- Rating
3- TER Police

But still, nothing magic there...
