[TYPO3-ect] Merging fhlibrary into tx_lib: pi_getSetupOrFFvalue

Shouldn't the tx_div become a sysext?

see discussion 'RFC: sql where clauses in API for static_info_tables'
  on developer list.


If I shall not use tx_div with static_info_tables then I would need 
another class where I shall put this.
