What about a new concept...
You have flexform configuration elements. You can either edit them yourself, 
restrict access to it, or you give access to those records to editors. In 
the real plugin, you can only choose from those ready made flexform 
configuration elements, and maybe some options which are relevant for the 
editor.

Just an idea, but it seems it could work out in terms of workflow with the 
editors.
