You mean "add plugins on a page"? It depends on the case. Sometimes I 
preconfigure complex plugins that have a fixed place in tze site. I do not 
allow editors to add or change it. For other stuff I let them add plugins.

"Of course" I use "explicit allow" for access control.

BTW, what I miss is a way to select file resources for templates. I'd like 
to present only three news templates to the editors. I do not want them to 
use the file browser. I want named templates (file name possibly hidden) in 
a select box. I think I want a file "reference" not a copy for the news 
element.
