Generally I'd vote for "actually used" in favor of clean an easier setup.

thats tough. tstemlate_ceditor and func_wizards are not that big and are
imho worth another download. I'd vote no for phpmmyadmin.

they are present in CORE anyway.

this is all making such a progress, thats fantastic. On the matter of
including/requiring extensions it might need some more votes?
