Yes (though I hope that c) will be integrated with b) by the EM).

The dummy site is THE empty file structure to use TYPO3 with. As the name
says, it's really a dummy. The only exception is that dummy contains a list
of selected extensions in $TYPO3_CONF_VARS[EXT][extList] which would be
empty otherwise.

That's the plan, but I don't know if it will be imlemented until 4.0. I will
forward this mail to Karsten and Robert and hope they can give you a clear
answer about this.
