[TYPO3-extension-coordination] Quickstart 4.0: Who's responsible?

What about dummy? I never used quickstart of testsite but I always used 
the dummy to get a fresh typo3 instalaltion.
I know some people on #typo3 also prefere that. Or would it be in such a 
way that a default 123 installation is the same as dummy? (Sounds like a 
good idea to me)
So quickstart and testsite assume a running dummy installation and start 
from there?
