i have a testsite installation and use it for
1) code snippets (import/export)
2) ext testing
3) ext development
i think it's very useful for the developers, and the more complete and "complex" it is, the better (right now it's already quite hard to go all throught it)
so i would put this package toward the "wanna be typo3 developer"
for the "public" i think it's better to build simpler packages (like the ones already listed somewhere)
