[TYPO3-core] Distribution infrastructure

Hi,

there were CDN-plans under discussion, though I personally also think we
could pretty well deliver those downloads through the existing
infrastructure ourselves.

Regarding Sourceforge: I share your strange feelings with regards to
their download-injections etc. in recent times.
