[TYPO3-core] FAL: get rid of fileadmin/_processed_ and use typo3temp instead?

Hi Roland,

as possible extra option this makes sense but not by default. It makes
sense to have the processed files outside the storage when it is a realonly
storage. But if it is a "secured" storage you would want the processed
files also in this storage and not in a public available folder.

Maybe we can create an option to link the processed folder to
typo3temp/processed/###STORAGE_UID###/
