I prefer 11 too. It is also very close to the Flow variant. This should help 
to find a common template for all TYPO3 projects.

Although I would prefer to remove the "is free software and" from the first 
sentence as it is redundant and depends on the readers definition of 
freedom.
Strictly speaking, GPL software is not free, but even very strictly bound to 
the details of the GPL license.
