[TYPO3-core] Ever-changing PackageStates.php file

Hi all,

I have an issue with the new PackageStates.php file. It is very often 
rewritten. I'm not exactly sure about all the circumstances when this 
does happen, obviously when the cache is cleared, it seems also 
sometimes when you haven't visited the EM in a long and it kind of 
"updates" itself.

I'm bothered because each time the file is different, even of the 
extensions haven't changed. I have the impression that - once the 
dependencies have been resolved - the rest of the extensions are not 
sorted in any particular way, resulting in a random arrangement.

This is an issue for us as we run an integrity check script on our 
servers. An unexpected change of PackageStates.php in very undesirable. 
IMO it should change only when something has changed with extensions 
(updates, new extensions, etc.). In such a case I obviously expect an 
integrity change anyway. But if nothing has changed on the server and 
the package manager has just "refreshed" itself, the resulting 
PackageStates.php file should be unchanged.
