[TYPO3-core] Copyright-year in headers

Hi everyone,

I make another attempt to push this topic :-)

I could provide a mass-update (at least for PHP files):
http://lists.typo3.org/pipermail/typo3-team-core/2014-May/055801.html

However, I require:

1) a decision, how exactly the header should show (see below)
2) someone who merges the changes quickly (according to [1])

As far as I understand, there are no objections against option #9 (see 
[2]), but the discussion between Fabien, Ernesto and Stefan still 
remains unresolved, see [3].
