[TYPO3-core] Voting for the new release cycles for TYPO3 CMS

Hi guys

I have the feeling that something is strange about the vote:

1. I (think) I voted "yes" but it changed to "no" after some time
2. I can edit the votes of all non registered participants
3. When I remember correctly the "Yes" votes where clearly winning 
(somewhat around 130) but now "No" is winning, the "Yes" votes have been 
reduced in a large amount.

What's going on there?
