We discussed and implemented it during the Code Sprint, and is part of
the Blueprint which is being voted now. It's kind of a "proof of
concept", which is why it's already done, but is not finished or set in
stone. If we find out we need more (or less, or different) information
in these files, we will adapt the rules accordingly. For example "Tags"
for the topic a change applies to would be good in order to later
categorize these (TypoScript, Frontend, Backend, PHP, etc).
