[TYPO3-core] Conditions for Extbase Backend Module TS-Configuration really needed?

Hey everybody,

how about doing this:

Currently backend modules put their code in
EXT:myext/ext_typoscript_setup.txt and ...constants.txt

How about just moving to this:

EXT:myext/Configuration/Modules/MyModule.txt

This contains TSconfig and is loaded on each backend call, and of
course, can be completely cached per pageID/module. Note, that we could
still do COnditConditions here...
