[TYPO3-core] Election of the core team leader for TYPO3 CMS

Hi Ingmar,

there is just one candidate (Olly) and we just lack the "election". Some
thought that we don't need the election if we have just one candidate,
but we agreed to have it anyway so that Olly could at least feel if he
was being supported or not. :)

About the roles, payment and working hours and in general the "duties"
of a CMS Team Leader, this is explained in the link Ben provided in the
first post:

http://typo3.org/teams/core-development-team/roles-groups/

But I agree that we should wrap up this election and also decide soon
how often we should do that.

My suggestion would be to couple that with the Release Manager election,
so that we just have one voting which has a "fixed deadline" (the
"kick-off" for the next release). Switching the leader together with a
release manager is better instead of switching the leader "in the mids"
of the development of a new release. Just hypothetical of course,
because Olly will be our leader until eternity. ;)

Kind regards,
Ernesto
