[TYPO3-core] CGL, deciding on PHP Closing tag

Even if my vote does not count:

I personally dropped the closing PHP tag in every piece of code I write and have not used them for ~2 years now. They are redundant unless you want to be able to output HTML inbetween PHP tags - which we don't.

Enforcing this particular rule just leads to added whitespace and non-code ;) +1 to remove it.
