[TYPO3-core] Moving Extensions out of the core into TER

These two are interdependent and they are needed if you install on a system 
without MySQL. So they have to stay in the core.

These should be moved.

I am 50/50 about this. As far as I know lots of people use this ext. I 
would keep it in the core.
