[TYPO3-core] Moving Extensions out of the core into TER

Hello CoreTeam,

i wonder, if you would like to move some of the still shipped extensions
from the core to TER and perhaps use the new packaging approach in the
installtool to ship a core with extensions?

IMHO atleast these extensions could be extracted from the core and moved
to the TER:

adodb
dbal
feedit
indexed_search
indexed_search_mysql
linkvalidator
openid
sys_actions
sys_note
taskcenter
(form)

Putting these extensions to the TER it would be also easier to implement
new functionality independent from the TYPO3 release cycle.
And perhaps we find teams, which like to maintain these extensions.
