[TYPO3-core] Merge Freeze in TYPO3 CMS 4.5, 4.7, 6.0 and 6.1

Dear TYPO3 enthusiasts,

yesterday we had maintainence releases of all maintained stable 
branches. Due to the fact that a Security Team Sprint CodeSprint is 
coming up[1] and we want them to be able to do Releases on Short Notice 
(if they find they will need one) we will have a merge freeze effecting 
ALL branches besides master.

If something changes we will let you know.
