[TYPO3-core] PackageStates and inactive extensions

Following up on this, I think my problem was just that the extensions I 
was trying to play with were considered incompatible (TYPO3 version 
check), but the EM failed silently in such case until very recently. Now 
I'm seeing an error message. Much better :-)
