[TYPO3-core] PackageStates and inactive extensions

Hi all,

A quick question. I'm currently observing the following behavior with 
latest master: if an extension is marked as inactive in 
PackageStates.php, I am unable to make it active again. I'm pretty sure 
that this is a bug, but I first wanted to be sure about:

- what the "inactive" status really means?
- are there other statuses?
- at what point are extensions actually removed from the listing in 
PackageStates.php?
