AFAIK not specified, active contributor status is required to vote, but I 
think there is no problem to suggest a person if you are not an active 
contributor.

Suggesting a person does not change anything and thus should be open to the 
whole community - IMHO.
The actual votes are then done by the persons which are with the required 
status.
