[TYPO3-core] MERGE Freeze for GIT in place

Hi everybody,

the freeze is removed again. Thus, you can go ahead again and
merge/submit changes to the upstream repository.

Resolving the submodules will take a bit longer and since we are using
this step to introduce a new Git repository that reflects the naming
changes "TYPO3 v4/v6 -> TYPO3 CMS".

The new repository will be called "git.typo3.org/Packages/TYPO3.CMS.git"

In any way, there will be a more detailed announcement and time-line for
those changes. The current (TYPO3v4/Core.git) repository will stay
untouched and be read-only one the new repository is up an running.

Most probably this will happen next Wednesday. Thanks for your patience.
