It has been discussed (but I do not know if here or in the chat) several 
times. For details ask Christian.

There has not been a statement that dynamic content is allowed, but there 
was also no exact statement that it is forbitten.
As it leads to unsolveable problems - especially with loading times, dynamic 
content in the TCA files are (or will be) deprecated.
AFAIK this is the main reason why extTables files are still evaluated on the 
backend and why TCA files are still "pretty" PHP.
