[TYPO3-core] Improve quality of TER

Hi list,

I am always thinking of improving the quality of the extension output of 
TER on t3o.
There was an idea I would discuss about.

The idea is to get the TYPO3 versions in which the extension is working, 
so all TER lookups can see, this extension is e.g. working with > 4.5 or 
only < 6.0.
There are many possibilities to get to this information:

  * The field must be set before upload from the EM/upcoming extension
    for TER uploading
  * The field can be set by extension owner directly in TER (a "manage
    extension" form is in work)
  * The community can give this information in TER by the upcoming
    feedback form

What do you think about?
Are there other possibilities to get this information?
