[TYPO3-core] Updated Commit-Msg hook for GIT!

Hi!

Thanks for upload the hook.
I updated the Wiki now.

Checksum is ok.

I don't know about the requirements for Flow. So please feel free to use the Core hook as a template to create a modified version for Flow.
