[TYPO3-core] RFC regarding localization

Hi community,

Localization is one of my favorite topic these days and I'd like to
highlight two bugs (with associated patches of course) that I recently
came upon:

- L10n fallback does not work for TS labels [1]
- L10n fallback does not work for ExtJS in BE [2]

Patches for master (and thus 6.0 as well) are waiting for review in
Gerrit. Patches for 4.7 and 4.6 have been uploaded to the bug tracker
directly and will of course be sent to Gerrit for backport once the
master patches have been reviewed.
