[TYPO3-core] Autoclose core issues after inactivity

I had two proposals. One regarding the issue tracker and autoclose 
issues there after a grace period. The other one was to close the 
reviews that belong to issues that too.

So focus is here to improve the issue tracker situation, not the
review queue.

What do you think about the issue tracker proposal?
