[TYPO3-core] Suggestion: Use Gerrit's submodule subscription

Hi,

since the Gerrit upgrade we have the possibility to use Submodule
Subscriptions [1].

This would make the "Raise submodule" pointer obsolete and auto-update
the parent repo automatically, if a change is merged into a submodule.

I've tested this in the Sandbox, so you can see it here:

I've talked to Olly already and we think it would ease the workflow.
Does everybody agree?

There's nothing to do for users having a checkout, everything happens
magically inside Gerrit (by telling it the target branch).
