You can find email addresses of almost everybody in the mailing lists /
newsgroups. Many core members publish their skype/twitter/whatever
contact info when they are Friendly Ghost.

It probably depends on what the agency thinks they can sell and the type
of clients they have.
The agency I work for has in the offers and contracts that the latest
stable version is used (unless stated otherwise). There is some delay in
using the latest version (testing extensions, etc.), but no new projects
have been started lately with 4.5 LTS.
For closed source CMSs clients would have to pay yearly licensing on top
of other support costs. Costs for core upgrades are very cheap compared
to this.

This explains a lot. Many agencies manage to realize projects a lot
faster. Very often content is added during the project, even before the
bugfixing period.
You don't have to wait for 6 months to update your "tools".
Also, if you don't jump from LTS to LTS the changes for your "tools" are
a lot less and you can keep them up-to-date a lot faster and easier.

Newest core. LTS would mean that you really don't care about all the
bugfixes and new features that went into newer versions.
