A slightly reader-friendly version:

It's a first step into streamlining the frontend rendering and caching. 
The impact is only for fully cached pages which are usually served very 
fast compared to pages with some dynamic content.
In cases where extremely fast responses for static pages are needed a 
different solution (static page cache, varnish, etc.) is necessary anyway.

Simplifying rendering and making it easier to understand also increases 
the possibility to speed it up. Sometime you need to take a step back to 
make a leap forward.

Note: the RM agreed with this patch and it's only a single step of a 
larger path.
