[TYPO3-core] A-Badge for Extensions

Hi,

During our CMS Team meeting in Stuttgart, we came up again with the idea
of enhancing the trust in TYPO3 extensions we find in TER.

I'd like to introduce what is currently the vision we discussed with
Michael Stucky. I created a note-document and I'd like you to comment so
that we come to a consistent decision that is backed by the community
and thus reflect a common vision.
