[TYPO3-core] Request backporting 'Find best-matching local storage instead of default-storage' to 6.1 and 6.0

Hi,

I've created a bugfix https://review.typo3.org/#/c/21764/ which depends 
on an other 'bugfix' (https://review.typo3.org/#/c/18290/) which was 
marked as a 'feature' and was not backported to 6.1 and 6.0.

For me the feature 'Find best-matching local storage instead of 
default-storage' is more like a bugfix and should be backported to 6.1 
and 6.0.

So it would be great, if this could be backported to 6.1 and 6.0. 
Steffen Ritter also made a comment, about backporting this feature: 
"Anyhow I consider this as a crucial bugfix which desperetaly needs to 
go into 6.0, too"..

What do you think?

PS: accidently posted this also on typo3-dev. I think the core list is 
the better place for this request..
