Action in gerrit does not tell about activity, but about votes and
commits regarding the source code part of core. It highlights people
juggling patches. Regularly picking trivial issues and giving review
votes will result in much more quantitative activity than preparing,
organizing big stuff in the background and then push in one go (possibly
by someone else).

So please be careful with the term "active", which has much more meaning
than juggling patches. We risk to hurt "active" people without visible
gerrit activity when we focus too much on that.
