[TYPO3-core] Language fallback problems in 4.5 - 6.0

We should include those 2 pending reviews as well in the loop:

- pibase: https://review.typo3.org/#/c/13811/
- extbase: https://review.typo3.org/#/c/13039/

Because this would be a good opportunity to take the "advanced" fallback
configuration described in those old tickets into account as well, or
perhaps better accept those fix as this and enhance them (will be easier
once they are "in" because biggest part of the fix will be there already
with default standard behavior).
